About the role, Your Impact

Baxter & Woodman has a rewarding opportunity for a Senior Project Manager to work in our growing Water Resources Practice. Baxter & Woodman works with municipal clients on projects of all sizes, putting the client and the solution first – solving problems for people. You will be a champion for Baxter & Woodman services in the Central Illinois market – representing and collaborating with our variety of technical staff. You will provide responsive engineering expertise on a variety of projects and problems, interacting with municipal staff, elected officials, and the public. Local capital improvement programs require civil engineering expertise and involvement in a variety of county, state, and federal grant and loan programs, interacting with multiple agencies to secure critical funding for our clients.

What your day-to-day will look like

  • Work with municipal and B&W staff to evaluate and review engineering submittals.
  • Respond proactively to inquiries from Village Staff and Officials, developers, designers and property owners.
  • Review plans for compliance with local requirements, including stormwater management, grading, sanitary sewers, water lines, and transportation aspects.
  • Coordinate work done by other municipal or County departments, and by other B&W staff.
  • Manage various study and design projects.
  • Perform quality control reviews of models, reports, and/or design.
  • Prepare written development review reports; communicate with Village Staff, developers and designers.
  • Act as an Engineering advisor and perform tasks as requested by the municipal staff.
  • Act as an administrative, management, and capital projects resource.
  • Work with municipal staff to prepare written reports and evaluate and develop engineering solutions and capital improvement projects.
  • Assist in the preparation of grant and loan funding applications and supporting exhibits.
  • Represent Baxter & Woodman at municipal meetings.
  • Preparation of competitive proposals and participation in interviews.
  • Work with the state business development team to develop business in the Peoria and central Illinois area.
  • Act as client manager and liaison for local clients.

Education/Certification Requirements

  • 4-year B.S. degree in Civil Engineering.
  • Illinois P.E. License required (or the ability to obtain through reciprocity).

Must-haves, what you will bring

  • 10+ years of experience working for municipal governments or on development projects requiring municipal permits.
  • 8+ years related experience in project management and design.
  • Knowledge of basic principles of water system design, stormwater management, water distribution, wastewater collection systems. and plan preparation.
  • Experience in consulting engineering, public works, or construction.
  • Ability to travel throughout Baxter & Woodman’s Illinois service areas (own transportation) and attend client and in office meetings as required.
  • Ability to explain technical issues to non-technical municipal staff, officials and residents.
  • Ability to work cooperatively with developers, designers, and outside permit agencies.
  • Ability to manage and review work done by less-experienced engineers.
  • Ability to work with local government staff and officials.

Compensation: The pay range for this role is $130,000- $165,000. Actual compensation packages are based on several factors that are unique to each candidate, including but not limited to skill set, depth of experience, and certifications.
