SALARY RANGE: $75,000 - $110,000 (Based on Qualifications and Experience)

Baxter & Woodman is seeking a Development Assistance Project Engineer in our Development Assistance Department. We are seeking qualified applicants for our Chicago, Mokena, or Naperville, IL office to provide civil engineering review, analysis and reporting on behalf of municipal community development departments throughout the Chicago suburbs and surrounding areas. This role involves working closely with designers, developers, contractors, planners, building officials, and inspectors to provide engineering guidance and permitting review of development projects ranging from small-scale residential projects to multi-family and commercial land development.

POSITION DUTIES:

  • Review development plans for compliance with local requirements, including stormwater management, grading, sanitary sewers, water lines, and transportation infrastructure.
  • Consult with other reviewers regarding electrical, photometric and structural issues.
  • Assess the need for permits from other agencies.
  • Assess impacts to on-site and adjacent private and public facilities.
  • Where required, serve as part-time staff engineer to local municipalities. May include working on-site at municipal facilities.
  • Coordinate with review staff in other agency departments.
  • Develop, evaluate and provide recommendations for improving on-site or adjacent facilities in conjunction with the development.
  • Prepare written review reports; communicate with local agency staff, developers and designers.
  • Respond proactively to inquiries from local agency staff and officials, developers, designers and adjacent property owners.
  • Assist with preparation, documentation and improvement of design review and permitting process procedures.
  • Perform Quality Assurance/Quality Confirmation of others’ work.
  • Assist with infrastructure acceptance, development security reductions and recapture coordination.
  • Assistance with drainage studies and stormwater masterplans.
  • Assist in negotiations of development, annexation and inter-governmental agreements, preparation of municipal budgets.
  • Provide general municipal engineering services to multiple clients.
  • Other duties as assigned.

REQUIREMENTS:

  • Bachelor’s degree in civil engineering or a related field.
  • Professional engineering license is preferred. For candidates who haven't obtained their PE license, completion of fundamentals of engineering exam, or ability to do so within 6 months of employment required.
  • 2+ years' experience in land development, and/or engineering plan permitting and review.
  • Excellent technical writing and verbal communication skills.
  • Ability to explain technical issues to non-technical municipal staff, officials and residents.
  • Ability to work cooperatively with developers, designers, and outside permit agencies.
  • Knowledge of basic principles and experience with stormwater management, water distribution, and wastewater collection systems.
  • Knowledge of basic principles and experience with transportation facilities, including parking, roadway design, pedestrian and bicycle facilities, and accessibility requirements.
  • Experience in site and subdivision development design and review, and site construction is preferred.
  • Ability to manage and review work done by junior reviewers.
  • Ability to work with local government staff and officials.
  • Ability to travel throughout suburban Chicago and nearby areas during working hours (own transportation).
